LISBON, Portugal (AP) — Portugal coach Fernando Santos has quit, the Portuguese soccer federation announced Thursday, after eight years in the job and five days after Portugal’s exit from the World Cup in the quarterfinals.
The 68-year-old Santos reached an amicable agreement with the federation to leave two years before his contract ends, a statement said.

The Baltimore Orioles have agreed to an $8 million, one-year deal with second baseman Adam Frazier. Frazier hit .238 with three home runs and 42 RBIs in 156 games last season for the Seattle Mariners. He also stole a career-high 11 bases. Frazier hit a career-best .305 the previous year for Pittsburgh and San Diego. Frazier played all three outfield positions and both middle infield spots in 2022, but he spent most of his time at second base. He joins a Baltimore team that made a big improvement this year behind rookie catcher Adley Rutschman and a surprisingly impressive bullpen.
Joe Burrow and the Cincinnati Bengals look to extend their winning streak to six games when they visit Tom Brady and the Tampa Bay Buccaneers, who are clinging to first place in the NFC South despite having a losing record. The Bengals and Baltimore Ravens sit atop the AFC North at 9-4. The Bucs are 6-7 and coming off a 28-loss to the San Francisco 49ers. Brady leads the NFL in completions and is fourth in passing yards, however the Bucs are only scoring a little more than 17 points per game. That ranks 28th in the league.

It will also ban breeders from selling more than nine animals a year. California enacted a similar law in 2017, becoming the first state to ban sales of commercially bred dogs at pet shops.
An engineering firm has settled a lawsuit with four families after being accused of not doing enough to stop lead contamination in the Flint, Michigan, water supply. The deal involving Lockwood, Andrews & Newman comes four months after a jury couldn’t reach a unanimous verdict. No details were disclosed. LAN and another company, Veolia North America, were accused of not doing enough to get Flint to treat the highly corrosive water or to urge a return to a regional water supplier. Flint’s water became contaminated in 2014 because water pulled from the Flint River wasn’t treated to reduce the effect on lead pipes. The families’ new trial against Veolia is scheduled to begin in February.

The people spoke on condition of anonymity because the deal had not been announced. Lorenzen was 8-6 with a 4.24 ERA in 18 starts last season with the Los Angeles Angels. Since making his major league debut with the Cincinnati Reds in 2015, he is 31-29 with a 4.10 ERA.

The California Air Resources Board is set to vote on an ambitious plan to achieve carbon neutrality in the state by 2045. The plan, which has undergone multiple changes after input from the public, has a goal of cutting emissions in the energy, transportation and agriculture sectors. But its targets for capturing carbon from the atmosphere has left critics concerned that big emitters will have a pathway to keep polluting. The vote comes months after Gov. Gavin Newsom wrote a letter to the board, urging it to approve drastic steps to cut emissions.

A person familiar with the situation says the Chicago Cubs have added bullpen help and agreed to a $2.8 million, one-year contract with veteran right-hander Brad Boxberger. The person spoke on the condition of anonymity because the deal has not been announced. ESPN first reported the agreement. The 34-year-old Boxberger was 4-3 with a 2.95 ERA and one save over 70 appearances and 64 innings with Milwaukee last season. An All-Star with Tampa Bay in 2015, he is 31-37 with a 3.44 ERA in 11 seasons with San Diego, the Rays, Arizona, Kansas City, Miami and the Brewers. Chicago relievers had a 4.12 ERA last season. The Cubs finished 74-88 and missed the playoffs for the second straight year.

Serbian officials claim a U.N. resolution that formally ended the Kosovo war allows for Serbian troops to return to Kosovo.

Virginia regulators have granted a critical approval for Dominion Energy’s plans to construct and operate a 176-turbine wind farm in the Atlantic Ocean. The State Corporation Commission effectively signed off Thursday on an agreement Dominion reached this fall with the Virginia attorney general and several other parties. In the agreement, the company agreed to implement several consumer protections in connection with the Coastal Virginia Offshore Wind project. Dominion thanked the commission in a statement. The company says the project will have many benefits for customers, including the fact that it will be emissions free. But the project will come at an enormous expense.
The Republican leader of the Wisconsin Senate said Thursday he is considering legislation that would change military absentee voting laws, a reversal of his previous position on the issue. Senate Majority Leader Devin LeMahieu joins with some members of the Wisconsin Election Commission who have said changes to state law could be the best way to address concerns about voter fraud after a top Milwaukee election official was accused of making false requests for military absentee ballots and sending them to the home of a state lawmaker days before the midterm election.

A suspect in a Reno drug-trafficking case who fled to Mexico in 2014 has been arrested and is expected to be returned to Nevada to face drug and money-laundering charges involving more than 140 pounds of methamphetamine. 64-year-old Nassrollah Behmard was indicted by a federal grand jury in Reno in June on eight criminal counts, including distribution of meth and conspiracy to launder money. Behmard also went by the name Michael Holt. He was arrested on a federal warrant in Mexico and was returned to Southern California where he made an initial appearance in U.S. District Court on Tuesday. His next court appearance is Dec. 27.
