A squadron of Chinese Navy ships sailed through straits near Japan into the Western Pacific this week, while Beijing blasted Tokyo’s adoption of a new national security strategy putting itself on a more offensive footing, largely as a result of the perceived threat from China. The destroyers Lhasa and Kaifeng, along with a replenishment ship, sailed through the Osumi Strait in southern Japan. A Dongdiao-class surveillance ship with the hull number 796 sailed through the Miyako Strait south of Okinawa. They all arrived in the Western Pacific by Thursday. Japan’s Defense Ministry said it had closely shadowed the movements by ships and planes throughout.

A former commander in the Kosovo Liberation Army has been found guilty of arbitrarily detaining and torturing prisoners perceived as supporters of Serbia during the country’s 1999 war of independence, and murdering one of them. The presiding judge called Friday’s conviction a “milestone” for a special court based in the Netherlands. The commander, Salih Mustafa, was sentenced to 26 years’ imprisonment for the crimes committed at a KLA compound in Zllash, Kosovo, in April 1999. He was acquitted of one charge of mistreating detainees. He had pleaded not guilty to all charges.
Throughout the history of public health in the United States, there have been a handful of moments where a broad cross-section of scientists and other leaders spotted something happening and thought “This is new. This is bad. This could change everything.”
To hear Sen. Joe Manchin, pro-immigrant advocates are getting way too excited over the prospect of a deal in the lame duck Congress that would allow for the legalization of two million “Dreamers,” immigrants brought illegally into the country as minors by their parents. “I don’t see any move…
Across the state, California’s hospitals are facing serious challenges — particularly those institutions serving our urban, low-income and historically marginalized communities. Metropolitan anchor hospitals, as they have come to be known, play a vital role in advancing health equity and are…
Elections, coups, disease outbreaks and extreme weather are some of the main events that occurred across Africa in 2022. Problems brewed thousands of miles away — climate change and the war in Ukraine — have been devastating to the continent, say experts. Experts say the climate crisis is hitting Africa “first and hardest.” Kevin Mugenya, a senior food security advisor for Mercy Corps said the continent of 54 countries and 1.3 billion people is facing “a catastrophic global food crisis” that “will worsen if actors do not act quickly.” On the political front, peaceful elections in Angola, Kenya, Lesotho and Senegal, were bright spots for Africa. But armed conflict, including jihadi insurgencies, loomed large across the continent.
In at least five African countries, gamblers and experts said that many see the growing sports betting industry as a source of regular income, and a hope out of leaving poverty. Critics warn that sports betting in Africa is underpinned by widespread poverty, unemployment and poor or non-existent regulation. In Uganda, an East African country where annual income per capita was $840 in 2020, many see sports betting as a path to survival and perhaps even prosperity. They range from students to politicians, night watchmen to civil servants like a hapless health official who now is being asked to refund money he doesn’t have after losing money for immunization allowances on a World Cup game.
Four people have been hospitalized in critical condition after a suspected crush at a London concert venue. Police say eight people were taken to hospitals after being caught in a crush of people trying to get into the O2 Brixton Academy, where Nigerian singer Asake was performing. Two other injured people were treated at the scene. Police say emergency services were called Thursday night after “a large crowd attempted to gain entry without tickets.” Video from outside the venue shows scores of people pushing to get in. The force said it would hold a thorough investigation into what happened and how officers treated the crowd.

French authorities say 10 people including five children died in a fire Friday in an apartment building outside the city of Lyon. The cause of the fire is being investigated. The prefecture for the Rhone region said 14 people were injured in the fire in the town of Vaulx-en-Velin, four of them seriously. It said 170 firefighters were mobilized at the scene. An Associated Press reporter at the scene saw several fire trucks and a security perimeter set up around the area.
Japan’s strict self-defense-only postwar principle is being loosened. Japan on Friday adopted a national security strategy declaring plans to possess preemptive strike capability and cruise missiles within years to give itself more offensive footing against threats from neighboring China, Russia and North Korea. North Korea has fired more than 30 ballistic missiles this year, including one that flew over Japan. China fired five ballistic missiles into waters near Japanese southern islands. The new strategy says Japan needs long-range missiles to strike back and prevent further attacks “as an unavoidable minimum defensive measure.» Japan plans to spend $37 billion to deploy foreign-developed standoff missiles as early as 2026.

To the outside world, Saturday’s elections in Tunisia raise several red flags: Many opposition parties are boycotting them, foreign media are banned from talking to candidates and critics say it will be harder for women to compete. But many Tunisians believe their country’s decade-old democratic revolution has failed, and are exasperated with its political elites. They welcome their increasingly autocratic president’s political reforms and see the vote as a chance to solve their financial crisis. A new law reduced the number of lawmakers from 217 to 161, to be elected directly instead of via a party list. The president’s critics accuse him of endangering the democratic process. But many others believe that scrapping the party lists will improve accountability.

In some ways, the bustling holiday shopping season feels like a return to pre-pandemic days: More people are out and about, shopping in groups and buying for themselves as well as gifts. And there’s plenty of merchandise to select from because the supply chain snags that plagued last Christmas have largely subsided. But small retailers say this year is still far from “normal” because decades-high inflation is forcing them to raise prices and making shoppers rein in the uninhibited spending seen in 2021 when they were flush with pandemic aid or gains from the stock market.
German police say a huge aquarium in the center of Berlin has burst, causing a wave of devastation in and around the Sea Life tourist attraction. Police spokesman Martin Stralau said officers were alerted shortly before 6 a.m. Friday that there was a leak at the aquarium. He said one person was lightly injured. There was speculation that freezing temperatures had contributed to the leak, but Stralau said the cause of the incident was still being investigated. Operators say the aquarium has the biggest cylindrical tank in the world. It contained 1,500 tropical fish before the incident and is a major tourist draw.
An international group that monitored Fiji’s general election this week says it didn’t observe any voting irregularities and the process was transparent and credible. The group’s comments Friday came after five of the political parties that contested the election said they were launching a nationwide petition because they had no faith in the integrity of election officials. The election dispute threatens to destabilize the Pacific nation’s fragile democracy, which has been marred by four military coups in the past 35 years. This year’s election has pitted two former coup leaders against each other. Sitiveni Rabuka is trying to unseat Prime Minister Frank Bainimarama, who has held power for the past 16 years.
